City of Oakland Home
The Emergency Food Providers Advisory Committee (EFPAC)

EFPAC is a citizen’s advisory body originally established by Mayor Lionel Wilson in 1985 to distribute brown bags of groceries (for what was then called the Mayor’s Hunger Relief Program) and advise the Mayor on matters of hunger and food policy.

EFPAC is not a charter commission, and was not organized by resolution or ordinance and has no adjudicatory powers. It is a membership organization of local churches and community organizations. The EFPAC is comprised of approximately 25 organizations, which provides oversight over the expenditure of certain City allocated resources.

EFPAC accepts donations through the City of Oakland Hunger Program, 150 Frank Ogawa Plaza, Suite 4340, Oakland, CA 94612.

Donations help to provide brown bags of food to hungry families in Oakland, and events like the Annual Thanksgiving Dinner and the Spring Egg Hunt.
