City of Oakland Home
Head Start Policy Council

The Head Start Policy Council (PC) provides policy direction to the City’s Head Start Program serving over 1600 low-income children, birth to five years, with a comprehensive child development program. The PC is comprised of parents who currently have children enrolled in the program (one parent from each Head Start center) and community representatives. The PC is the general policy setting body for the Head Start Program. The PC shares the responsibility with the governing body, the Oakland City Council. Some of the PC’s responsibilities include:
  • Approving the program’s philosophy, goals and objectives
  • Evaluating the program and suggesting ideas for improvement
  • Overseeing the program budget
  • Making decisions to hire or terminate staff
  • Approving the application for funding of the Head Start and Early Head Start programs
  • Assisting in decisions about the planning and operation of the program.
