The
Planning and Oversight Committee (POC) is the public body with
oversight for the City’s Kids First voter initiative, the
Oakland Fund for Children and Youth (OFCY), which was passed in
1996. The POC’s mission is to develop services that embrace
children and youth and work toward long-term social change. The
POC oversees an annual grant-making process that results in a recommended
package of grants for public and community based agencies to provide
direct services. The POC guides the development of the OFCY strategic
plan every four years and the annual evaluation of grant programs.
The POC is composed of 10 adult and 9 youth members, appointed
by the Mayor and City Council.
