| The
Reentry Steering Committee (RSC), which acts as a Board of Directors
for Project Choice, meets at least monthly and has helped the State,
the County, and the City develop an unprecedented level of cooperation
concerning the issue of parolees and public safety. The Reentry
Steering Committee not only guides and oversees Project Choice
but also works to affect the systems change necessary to create
conditions for success for returning prisoners. The RSC makes decisions
relevant to program planning and design, hiring of staff, approval
of contractors, and structuring of MIS systems. This body meets
monthly as a full body to review program progress and address program-specific
as well as larger reentry policy issues. Ad hoc committees meet
as well to address issues such as legislative change, substance
abuse, housing, and program structure.
The Reentry Steering Committee (RSC) includes voting members
who are key stakeholders: City of Oakland Department of Human
Services; Oakland City Councilperson Nancy Nadel (also the
elected Chair); a formerly incarcerated individual (also the
elected Co-Chair); Alameda County Behavioral Health Care; a
local activist from the Community Action Partnership; San Quentin
Prison (for adults); Northern California Correctional Center
at Stockton (for juveniles through age 24); California Department
of Corrections (CDC), Parole Division; California Youth Authority
(CYA), Parole Division; Oakland Mayor's Office; Oakland Police
Department; Oakland Housing Authority; Alameda County Social
Services; and the Oakland Workforce Investment Board. Non-voting
members include community-based organizations; city staff;
program participants and their families; and representatives
of elected officials.
