The City of Oakland partners with a delegate
agency, the Unity Council, to offer Early Head
Start to Oakland residents. Early Head Start
serves pregnant women and children from birth
to 3 years old. The program provides early,
individualized child development and parent
education services to low-income infants and
toddlers and their families according to a
plan developed jointly by the parents and staff.
Early Head Start provides early opportunities
for infants and toddlers with and without
disabilities to grow and develop together in
nurturing, multicultural and multilingual settings.
The program connects with other service providers
within the City of Oakland to ensure that
a comprehensive array of health, nutrition,
career development and other services is provided
to the program's pregnant women, very young
children, and their families. In coordination
with local Head Start and other child development
programs, Early Head Start works to ensure
continuity of services for these children
and families.
