Paratransit for the Elderly and Disabled (OPED)

OPED assists frail individuals and people with disabilities with their transportation needs. OPED offers a door-to-door subsidized transportation service to eligible program participants who cannot access public transportation, providing them with the availability of taxicab or wheelchair van service to their medical appointments, shopping trips, and daily excursions.

 
 
Eligibility & Application Process
 
Residents of Oakland and Piedmont who cannot access public transportation may be eligible for Oakland Paratransit.
  • Applicants must be 18 years of age or older and have a mobility disability. To apply for services, individuals should call to request a registration form.
  • Applicants 18 – 69 years of age with a mobility disability must complete a registration form and have their physician complete the medical statement.
  • Applicants 70 years of age or older need only complete the front page of the registration form and then attach a copy of their California ID Card or California Driver’s License to the back of the form.
 
Taxi Scrip
 
Each eligible program participant may purchase a quarterly amount of taxi scrip books at a discount. With prior approval, participants may purchase additional taxi scrip books for a higher fee to be used for medical appointments. Program participants may purchase taxi scrip books by mail or in person by appointment. Participants arrange their own rides by calling one of the taxi companies under contract with the City.
 
Van Vouchers
 
Van Vouchers are sold to eligible program participants. Each voucher is good for a one-way trip up to 10 miles. Program participants may purchase a quarterly amount of van vouchers at a discount. With prior approval, participants may purchase additional van vouchers for a higher fee to be used for medical appointments. Participants arrange their own rides by calling one of the van companies under contract with the City.
 
Senior Shuttle
 
OPED has contracted with Bay Area Community Services to provide a shuttle service in West Oakland. The shuttle is used in the morning and afternoon for transporting individuals to the Day Care Program at North Oakland Senior Center and four days per week, four hours per day, transporting riders around West Oakland The shuttle picks up riders at six senior residences and makes regular stops at the grocery store, the senior center, the bank, BART, and other locations.
